ABOUT WILLY KALOMBO
Willy KALOMBO is an economist with extensive experience in banking and finance. A former retired executive from the Central Bank of Congo, he has a solid knowledge and mastery of issues relating to the regulation of the banking and financial sector, the resolution of financial and banking crises, the conduct of reforms and innovations. In the economic, financial, monetary, and banking sectors.
He is currently working as an expert-consultant in studies, advice, analysis, training, technical support, strategies, financial engineering and the preparation of financing files and the creation of financial institutions. It exhibits personal skills including working in a team, communicating in perfect conciseness, regardless of degree, seizing new initiatives and opportunities as well as participating in the implementation of new concepts to solve problems.
EDUCATION & TRAINING
• Bachelor’s degree in economics, international and monetary option, University of Kinshasa.
• Training on the supervision of the financial system, banking supervision, the resolution of financial and banking crises, at the World Bank, the International Monetary Fund, the Basel Committee on Banking Control, the Banque de France, Bank Al Maghrib, at the African Development Bank, at the Pan African Higher Institute of Cooperative Economy.
• Impregnation of experiences for the reforms to be implemented in the D.R. Congo, in particular on macroeconomic management and the financial sector, banking problems in Sub-Saharan Africa, promotion and modernization of the payment system, implementation of mobile banking, financing of the agricultural value chain, the implementation of leasing or leasing, in particular at the International Monetary Fund, the National Bank of Belgium, the Institute for Financial Stability, the South Africa Reserve Bank, the Kenya School of Monetary Studies, at the African Rural and Agricultural Credit Association;
• Capacity building on specific topics, including bank accounting, payment instruments, credit and foreign exchange operations, business financing, analysis, evaluation and monitoring of projects, initiation to the management of microfinance institutions, the internal control of microfinance institutions, in particular with local training organizations in the DRC and/or abroad.
EXPERTISE
• Deputy Director in charge of on-site control at the Financial Intermediary Supervision Department at the Central Bank of Congo.
• Representative of the Central Bank of Congo on the Executive Committee of the African Association of Rural and Agricultural Credit, insignia AFRACA, in the Committee of Supervisors of Banks of West and Central Africa, in acronym CSBAOC and in the Commission permanent fight against Fraud, Corruption, Misappropriation and Organized Crime, in acronym CLF, set up by the National Intelligence Agency, in acronym ANR.
• Member of the close monitoring missions sent by the Central Bank of Congo to certain credit institutions in difficulty, as Provisional Representative or Provisional Administrator, including the GRINDLAYS BANK (Zaire) liquidated, the Compagnie Bancaire de Commerce et de Crédit (COBAC) liquidated, Banque Continentale au Congo (BANCOC) liquidated, savings and credit cooperatives ECZ/IBANDA and KADUTU liquidated and COOPEC IMARA/GOMA undergoing restructuring.
• Vice-President, Secretary-Rapporteur or Member of certain specialized working structures set up by the Central Bank of Congo for reforms, projects, special works aimed at the modernization of the Central Bank of Congo and/or the development of the Congolese financial system.
– Financial institutions: setting up creation files, approval procedures, governance, control, crisis resolution.
– Consultancy: studies, advice, analyses, technical support, design of banking and financial strategies and innovations, preparation of financing files, assistance in debt collection, financial engineering.
– Training and capacity building, particularly in banking and financial regulation, governance, management, and control of credit institutions.
– Support in procedures and formalities with state authorities.
